New $4,000 upfront discount for NSW households under $80,000 income

NSW has flagged a new, more targeted piece of support for households doing it tougher: an upfront discount of up to $4,000 for homes with combined income at or below $80,000, or where someone in the household holds an eligible concession card. It's part of the broader NSW Home Energy Saver Program launched in June 2026, and it's aimed squarely at making solar and batteries genuinely reachable for lower-income NSW households — not just the ones who can already easily find $10,000–$15,000 upfront.

The important detail: it's a discount, not a loan

Unlike the NSW Sustainable Home Loan (which is interest-free but still repaid over 10 years through council rates), this new discount comes straight off the purchase price. You don't pay it and claim it back, and you don't repay it later — it simply reduces what the job costs on the day.

Who qualifies

• Combined household income at or below $80,000 per year, or
• Holding an eligible concession card
• NSW homeowner (owner-occupier) — the same basic starting point as the other NSW schemes

Stacking it with the $15,000 interest-free loan

If your household is eligible for both, NSW's guidance is to apply for the discount first — the $4,000 comes off the price, and the interest-free loan (available to households under $210,000 income) then covers whatever's left, repaid over 10 years. For a household on a tighter budget, that combination can make a genuine difference to how much needs to be financed at all.
